Well, there's already a rec community about that is similar to what you're looking for (crack_van) but it seems to be all over the place for fandoms and sheer numbers, and only recs one story per entry.
If you're looking for DW fic, there's calufrax but that's only for fic from the Teaspoon archive.
The sustainability of rec communities lies in having enough people who are willing and able to rec stories. However, I'd certainly love to try, if there are enough people interested.
